The Counsellor’s office is located in the center of the capital Nouakchott, adjacent to the international school of the French embassy across the street. The shape of site is irregular. Due to historical problems, the use of the field could not be implemented in accordance with the original plan, resulting in a messy overall layout, poor construction quality, incomplete main functions, and a shabby image. So all the parts were completely rebuilt except the apartment building.
Through rational planning and layout, the site is divided into entrance inspection area, office area, apartment area, sports area, greening and planting area, etc., so as to improve the use of office area, complete the functions, and form a safe space order; we reformed the landscape environment, transformed the sports field and green field and cleaned the remaining space of the inner courtyard. We kept the original tall trees, set the landscape green area and planting area. With the reasonably moving line, the multiple courtyards and activity spaces were furthest achieved, and we combined the sports field to create a varied and pleasant walking loop, creating a good working and living environment. Optimizing the structure, equipment components, building materials technology, etc., in the same time we prevented uneven settlement, seawater penetration, salt corrosion, termites, wind and sand, and solar radiation.

馆舍用地处于首都努瓦克肖特市中心，与法国使馆国际学校隔街毗邻，所处区位相对安全度较高。馆舍场地形状不规则。由于历史沿革的问题，场地使用未能按照最初规划的方案实施，造成了整体布局凌乱，建筑施工质量不佳，主要功能不齐全，整体形象陈旧粗陋。所以，除保留公寓楼外，所有其他部分整体重建。
通过合理规划总体布局，将场地分为入口检查区、办公区、公寓区，运动区、绿化及种植区等，完善办公区使用功能，做到功能配套齐全，形成安全有序、内外有别的空间秩序；重整园区景观环境，改造运动场地和景观场地，清理内院剩余空间。保留原有高大乔木，设置景观绿化区和种植区。合理规划动线，最大程度获取多重院落和活动空间，并结合运动场地创造变化丰富、赏心悦目的散步环线，创造一个良好的工作、生活环境。优化结构构造、设备构件、建材技术等，做好防沉降不均、防海水渗透、防盐腐、防白蚁、防风沙、防日照辐射。
